i think it is cell jr cause i am on about level 25 with 4 of them their health is on yellow bar full. might not sound alot but there attack and arts are high and think when one dies a next one comes out

if u choose wt stage tho u can ring out cell jr., then no more come, but otherwise, they could have most total health in the game? but perhaps thats cooler with health item and his spaceship, bout 17 bars lol
