no its not it only gives 8% to each attack and defense when you could do this

potenial and old style armor = 24% attack and 10& defense or rit armor and battle testament = 20% defense amd 10% attack

But there's a lot more to consider, what if you created a character with Arts, would you use red caps to make use of it. No you look for caps which increase the likelihood of going in to hyper mode, and because arts affects dragon rush.

And with attack and arts at full you increase power by 150%, but what if you did it with a saiyan such as Goku and Vegeta, you can add saiyan spirit, to increase attack by a further 50%, to do 200% damage in Dragon rush.

Well that was my experience, when I first played the game, I didn't use COM, and KI did seem to increase dragon rush, or maybe just hyper, long time ago

they both speed towards each other lookin for the same goal victory gohan gets the first punchin but goku reduces his kai to teleport out the way. enraged goku goes HYPER to show his son he means business. GOKU quickly becomes weak and gets pownded for his mistake gohan persuyade GOKU's limbless body in to the sky were the battle was still being fought but goku came bk with a swift kick and gohan had just used is kai now gohan's body was flyin through the air like a rag doll. Goku shot a kai blast wave towards his son gohan delected it and charged at his father missin a punch goku was stairin at his son from behinde him(" my son he is matchin me blow for blow im so proud") goku goes onthe attack and gohan dodges thm like they were nothin gohan quickly made him self a combo which GOKU didnt expest a kick to his legs then to the stomach and a knee to the face and chaced his father dwn bye seakin him kicking his father into the air goku was motionless he couldn't stop his son is he to strong for him now.Goku charged with a punch it conected gohan stud and tuck the blow goku was goin to pay dearly fopr wat he had done. Gohan fired multiple kai blast waves towards his father he tryed to dodge them but there was 2 many 3 conected then goku teleported behinde his son as gohan kept firin towards the dust.Gohan quickly seen his huge power level behinde him and norrowly escaped a huge dmg combo. The kai blast wave struck goku on his chin and sent him flyin towards the bk wall gohan charged to try an stop his dad from beatin him and waited for goku to get up and fired more kai blast waves 2 connected goku seen them and got straight bk up gohan went to deliver more blows but goku read him like a book goku swiftly dodged them and struck his son dwn to the ground

goku kick gohan in the face which delt havey dmg gohan charged at his dad and goku went 4 the attack and gohan teled away and shot kai at his fathera single kai struck goku's body goku attacked his son with a handle full of flesh and bones and deliverd more blows gohan teled away from the final blow and started to attack him self.gohan got 2 full combo's in and goku was gettin a bit annoyed and went HYPER on 2 bars of kai and fired mutiple kai blast waves at his son non connected and goku with his last bit of energy struck gohan dwn but it just wasnt enough.gohan chartged till he thought he had enough gohan attacked goku with everythin he had but gohan persued goku and ran out of kai but gained his bk goku teleported behinde gohan and used gohan's head as a punchin bag gohan went speedin towards to bk wall but stop him self from dealin any more dmg goku ran at him again but gohan fired a kai blast wave and persued goku again gohan lookin comferdent atacked again with another combo u would think that goku would teleport but he didn't then gohan persue his father once moe and was dealin lots of dmg. but gohan had used all his energy and goku went on the offencive goku got a combo in and persued his son with kicks and punches and gohan recovered his kai attacked again but it wasd stoped bye a bk hand bye goku gohan was losin fast he needed some kind of miracle to come bk goku kept attackin and persued his son into the sky gohan teleported from his father then goku teleported from gohan and gave him another bk hand gohan had no kai and was tierd goku struck gohan with 2 more punches. they both fired kai at 1 and other after gohan had recovered and gohan charged towards his father with a combo goku was struck dwn bye his son and fired a kai blast wave at him gohan deflected it bk at him to deal goku even more dmg. weak gohan fired more kai and goku read them very well and teleported but goku had no more kai gohan read his power level like a book and teleported him self and persued goku. they both charged 2 4 kai and goku went HYPER

I think it's use the capsule that decreases damage percentage. Example: Majin Buu's Regenration, Kibito's Revival Power.
