i belevie you can repair your heli if you have actually brought it or its not from a mission not sure about boats

Yes, you are correct, the gas stations can indeed repair helicopters (expensive!)... but I still cannot figure out where to get boats repaired :confused:

There's no need for boat repairs because you can get new (speed)boats at the navy base for free.

You can get new speedboats for 7,500, not free, from the boatman in the Puerto Sombre... or did you mean somewhere else when you say 'navy base'?
