The Black Tank

Has anyone figured out how to steal the Black Tank? I have been searching black trooper bodies for the keys and hunting through the buildings there looking for them (yes, I found the manual and learned how to use it) but I cannot find any way to actually 'liberate' the tank when I went back and killed the new lot of guard there (quite a tough shootout as there are a LOT of those guys and they all have body armour, they sometimes throw two or three grenades at a time and at least one of them has an RPG).

Has anyone found a way to drive off with this juicy prize?

i took a mission to attack Mafia with a Tank given, but i notice that i cant refuel the tank. do anyone get this problem too?

were do you get the tank book from to learn to drive it, I have completed the game and never got it, but I didnt do all the sub missions so is it one of them?
