Where is the CIA tower?

Hi,

I just started the game and would like to do some CIA missions, but when I get to the tower, it's empty except for some planks, if I ask the people for the spy, they all say, go to the tower, but I'm right there and I can't find another one. :confusedb Can anyone help?

the CIA Agent at the building next to the tower(yellow color), not inside the tower. you can get him at 3rd floor.

The CIA agent in the 'other' town is far better hidden :) (not!)

Also, near the tower in the first town is a small pedestrian area with a raised walkway. Under one of the arches holding up this walkway is a CIA operative who will give you the contacts location so you can follow the compass.
