Only moderators and administrators can do this. It's to stop certain topics from continuing, usually these topics are locked due to unruly content within them or by request of the member who started the topic.

The admin (Luguao I think, maybe more) will choose you if you're worthy, but you'd have to be here for a long time, like a couple of years, and have a good reputation.

The best thing to do though, would be to ask the current admins in the off-topic section, and save here for discussing the complex intricisies of the Dragoball Z Universe :dbz3_7:
