Can't build Headquarters

I am having a problem with the HQ buildings. I can't seem to get any of them to build correctly. I have enough money and I have even demolished buildings to make sure that they fit but they still show as red. I can't complete one of the ops in Little Italy as I am unable to build the Italian Restaurant HQ. Other than this the game is good fun and highly recommended.

Can anyone shine a little light on the situation?

You can only build Headquarters in these districts:

TriBeca
Midtown
Chelsea
Financial District

I have a problem to, I did the Alarm Central opp but now i have to build a Headquaters, but I can't find it in any of the menu's. There is enough room and I have 8 Alarmcentrals but I still can't find it.
