Prison tunnel?

I am absolutely stuck on this one. I can stand right above the hotspot, but I cannot for the life of me actually find the escapees.
Any advice?

Thanks for your help. I worked it out, or rather I sat around wondering what to do for quite some time when I noticed that the location indicator was moving, so I followed it...success.
I have completed every sub mission I can find, yet I am only level 3, is this right?
Also, what on earth do I have to do to use the upgrades? Every time I try to use one, I get a message telling me I am not good enough and the upgrade simply disappears.
I assume that the upgrades are 'graded' themselves, but I do not understand the grading system. Can you help?

weirdblue 3 is as high as it goes at least that is as far as i have been.the up grades can be installed by you or the repair men.just buy all level 1 upgrades install an uninstall them each time your ability will increases till you get to 100 :) the higher the upgrade the better you can install any upgrade there is no order to it just $$$$

How do I know what level the upgades are?

upgrade's level is the last character of upgrade's name. so 'assault rifle m3' would be a level 3 upgrade for assault rifle magazine.
