Are you asking what is EoC (Edge of Chaos) or what is EoCO (Edge of Chaos Online)?

EoC online is a different thing (ie a free browser based, turn based, multi player strategy war simulation which was developed to support EoC), all info here (http://eoc.dialin.co.uk/what.php) .
