That's usually the idea mate. Also, the game company itself admitted that it wasn't really PGR3 but more like PGR 2.5. Hopefully there will be a big jump this time because games like forza 2 and TDU will hammer it if there aren't and that would be a shame.

Games that are released with consoles aren't usually built to their full potential. So games like TDU, Forza2 and PGR4 will be great.

The problem with Gt and PGR games is theres no free roam, although the original PGR had that function they got rid of it for some odd reason.

Free roam is now in PGR3 - it was added in an update.
