Any Atari officials here? Hardcore mode Question

Now i dont want this post cluttering up and it isnt a flame post agains atari, i really want these questions answered.

1) Why was the decision made to make the hardcore mode a seperate download to januarys already late DLC?

2) Is the content really 160 ms points? if so why?

3) Does Eden/Atari think that this is fair considering we have already been let down regarding januarys DLC nevermind previous promises from Atari?

People down at EDEN think the feature is supposed to be free. At least that's what they told me. So either they're not told everything or there's something wrong going on here...

Maybe MS want to charge them for bandwidth usage? :P Which i very much doubt as more content = better for MS. Maybe the bosses at Atari decided they want the exotics car within the car pack.
