On the streets

Hay, got a question about the free roam. Usually after racing in a challenge i resume to the streets to find someone to race. But for some reason when I appear, there is no players there. After some time they start to appear. How come is it like that? Im I missing something?
Also why is there not much players on the street? I checked my filters in the game, drove around, looked in the map. I am assuming that I'm a rookie when it comes to online stuff. :hin:

you can only see 7 peeps at a time..

As RFOAT said, there are max 8 people in each session, so u can see max 7 other people at a time.
Also, when u enter a race you are disconnected from the session you were in so it might take some time before it reconnects to a session. If you just go to your map and click on a person you will join their session (if it isn't full).
