help me!! how upgrade to headquater my business?

I don't understand how I can upegrades my alarm shops duilding a headquater in the city, i don't see a comand.....

Under "HEADQUARTERS" On page 15 in the "Tycoon City New York" manual you can read a step by step description on how to buld your HQs.

The manual is included in the box when you buy the game (ta-daaa). :p
