I did all garages on map, still not able to buy bike

If you cannot buy bikes, then you did not discover all car-dealers. Use map filters, will make it a lot easier.

where do u get map filters?

in the map, in the upper left corner of your screen

oh.. and you need to discover all car dealers. you can check this by looking at the cardealer icons, they need to be bold instead of see-through

if they're still see-through, you didn't discover it yet
