I have the refresh rate set to 60 Hz in-game and I am using a TFT monitor.

My system runs the game at over 60 FPS, so I get visual 'tearing'

How can I enable v-sync? I can not seem to find it in the settings menu.

Force it to use V-syng through the driver for the graphics card.. If you have a NVIDIA card, go to the control panel, and performance settings.. Somewhere in there you can change the settings for specific games.

are you using a Nvidia card? if you do , in the Nvidia control panel you will be able to find some manual adjustable options , like AA and others, perhaps you could find a v-sync one.
i am at work now, and here i'm using an ancient pc , so i could't tell you exactly :P

hmm in the ati ccc panel put the slider up in the "wait for vertical refresh"
panel?
