Can anyone tell me how I can build my Italian Restaurant HQ in end of the Little Italy level of New York City Tycoon if the lots are not big enough to build the HQ on even when there is nothing else on the lot?

No doubt you've figured it out by yourself now, but HQs can only be built where the manual says (p.16) - which at the stage of the game you were at would be TriBeCa only. It's certainly a pain buying and demolishing all those properties just to fit an HQ into such a cluttered area!
