I believe that there should be an expansion for burst limit.

What should they include?

yeah I agree, there should be expansions for this game. I heard that burst limit stops at the end of the cell saga, and although i'm a big fan of dbz this stopped me from buying it. I think if it's possible you should be able to download additional sagas.

I think that they should include some movies like Cooler's Renenge, Lord Slug,the Tree of Might, Super Android 13 and the History of Trunks, Garlic Jr. and Trunks Sagas and characters like Cell Jr., Android 19, Android 20, Dodoria, Zarbon and the rest of the Ginyu force in a downloadable expansion, if they ever make one.
