One of the biggest helps for me while tuning cars in Forza2 was the telemetry you could watch during replays of your laps/race. Tire temps, lateral acceleration, suspension movement and all the rest helped get the car "in the ballpark" so that I could make my preference/style adjustments.

Have any of the previous Simbin games had this?

I would hope that if previous games did, that Racepro will as well... because NOT having it would make things tougher. I'm simply not consistent enough to judge the effects of small changes in setup without the "crutch" of telemetry.

All PC titles from SimBin are compatible with MoTeC for telemetry output. Don't think RACE Pro has it, but let's hope for the best

No. Simbin games did not have telemetry. However, GTR2 at least came with a program called MoTeC which records all sorts of bits and bobs. It is also compatible with Race07 and GTR Evo. However, Race Pro is unlikely to feature this.
